Why it moves the map

The map pack has a radius problem: the further a searcher is from your front door, the harder it is to appear. A genuine page for each service area gives search engines a reason to show you beyond your own block — and gives the person searching a page that talks about their neighborhood, not a template with the city name swapped.

Search engines have gotten good at spotting boilerplate location pages, and they discount them. The bar is real, local substance — which most competitors won't put in the work to clear.
